Insan Organization for Rights and Freedoms holds the Israeli occupation fully legally responsible for the forced evacuation orders it has expanded in southern Lebanon, now encompassing the historic city of Tyre, Palestinian refugee camps, Christian residential neighborhoods, and a number of surrounding towns. The organization also condemns the continued airstrikes that have resulted in civilian deaths and injuries and have forced thousands of Lebanese citizens and Palestinian refugees to flee once again, in a blatant violation of international humanitarian law and the principles governing the protection of civilians during armed conflicts.
The mass evacuation orders imposed under the threat of bombardment, the targeting of densely populated areas, the intimidation of civilians, and the coercion of populations into forced displacement constitute grave breaches of the Geneva Conventions and peremptory norms of international law. Such actions amount to crimes that warrant international accountability and prosecution.
Furthermore, targeting areas inhabited by refugees and civilians, as well as sites of historical and cultural significance, reflects a deliberate disregard for the protection afforded to civilians and civilian objects under international law.
The organization stresses that the continued commission of these violations by the Israeli occupation in full view of the international community reflects a dangerous state of impunity and encourages the perpetration of further crimes against civilians across the region. Moreover, the unlimited political, military, and diplomatic support provided by the United States of America to Israel makes it complicit in enabling the continuation of these serious violations, undermines the international justice system, and strikes at the very foundations of international law.
The silence of the international community and the inability of United Nations institutions to take effective measures to halt these crimes send a dangerous message that international law is being applied selectively, and that the lives and rights of civilians have become subject to political and military power balances. This threatens to transform the international order into an arena governed by the law of force and the rule of the jungle rather than by the rule of law and justice.
Insan Organization for Rights and Freedoms calls upon the United Nations, the Security Council, and the international community to take urgent action to stop the Israeli attacks, provide immediate protection for civilians, reject policies of forced displacement, establish independent international investigations into the violations committed, and work to hold those responsible accountable and ensure that they do not enjoy impunity, thereby preserving what remains of the credibility of international law and the global human rights system.
